About W. Bruce Vogel
Until July 19, 2024, I was an Associate Professor in the Department of Health Outcomes and Biomedical Informatics (HOBI) at the University of Florida. Since my retirement, I have been Associate Professor Emeritus in HOBI. I am an economist by training with extensive experience in a broad array of health services research and health economics projects. My interests focus on applied mathematical and statistical modeling in the areas of outcomes, access, and costs across a variety of chronically-ill populations, including Medicaid enrollees, children, and veterans. Most recently, I was the lead principal investigator from 2016-2021 on a $3M evaluation of the Florida Managed Medical Assistance (MMA) Program, Florida’s statewide transition of Medicaid from fee-for-service to managed care. I was also involved in conducting analyses as a part of the Texas Medicaid External Quality Review Organization, including work on case-mix adjustment of capitation payment rates using the Chronic Illness and Disability Payment System (CDPS) and the development of risk-adjusted incentive payment programs for Medicaid health plans. Earlier in my career, I served as the Director of the Methodology Core at the VA Rehabilitation Outcomes Research Center and the VA Center for Innovation in Disability and Rehabilitation Research as well as the Co-Director of the original Florida Health Insurance Study. I have also served on the VA’s Scientific Merit Review Board and the VA’s National Advisory Panel on Statistics and Analytics, and was an Associate Editor of BMC Health Services Research. My research has appeared in Medical Care, Health Services Research, Inquiry, Health Care Management Science, and Advances in Health Economics and Health Services Research, among others.

I have conducted a wide variety of health services research studies focused on state health policy issues. My work has included evaluations of Florida’s managed competition approach to health care reform along with numerous studies of the impact of health policy initiatives in Medicaid and SCHIP in both Florida and Texas. The hallmark of my state health policy work has been the development and use of innovative methodological approaches that exploit the particular empirical contexts at hand to ensure both high levels of rigor and timely relevance to policy. Since 2000, I have developed an extensive research program related to rehabilitation health services within the Department of Veterans Affairs. In particular, I have conducted numerous studies of rehabilitation outcomes, utilization, and costs for VA stroke, amputee, and traumatic brain injury patients. This work has been characterized by a strong focus on policy relevant research to aid VA policymakers in improving the effectiveness and efficiency of the VA health care system.
